Require localities seeking Community Development Block Grants to first submit plans explaining how they would try to implement pro-growth land-use policies, such as upzoning residential areas, reducing parking minimums, and allowing prefabricated construction. It would specify that the bill's provisions would take effect one year after its enactment and would apply to those who received CBDG funding before, on and after such date.
